The dire consequences of territorial annexation

NEW YORK — The formation of an Israeli coalition government led by Netanyahu and Gantz, the leaders of Likud and Kahol Lavan respectively, will finally put an end to Israel’s nearly 18 month-long political paralysis and, for now, personal rivalry following three elections. Both agreed on a host of important socio-economic and security matters. The most ominous issue they strongly embraced, however, is the annexation of a substantial swath of Palestinian territories based on Trump’s “Peace to Prosperity” plan. Should Israel move to implement the plan, it will lead to ominous consequences and drastically change Israel’s character as a democratic, Jewish state.

For more than ten years, Netanyahu masterfully used scare tactics to portray the establishment of a Palestinian state as an existential threat to Israel, and vowed to never allow that to happen under his watch. Annexation of large swaths of Palestinian territory will in fact foreclose any possibility for the Palestinians to have a state of their own. For Gantz to go along with Netanyahu is deeply disappointing and alarming. As a former Chief of Staff of the IDF, he knows that Israel’s national security hinges not on military muscles, as time has shown, but on ending the conflict with the Palestinians by establishing an independent and stable Palestinian state that fully collaborates on all security matters that affect both countries.

Sadly though, the Palestinians, especially Hamas, have played directly into Netanyahu’s hand by refusing to recognize Israel’s right to exist and by their repeated violent provocations, which gave Netanyahu the ammunition he needs to justify his claim that the Palestinians are out to destroy rather than coexist peacefully with Israel. In addition, the fact that the Palestinians missed several opportunities to strike a peace agreement with Israel and continue to indoctrinate one generation after another with anti-Israeli sentiment made it easier for Netanyahu to make his case against the Palestinians.

Now that Netanyahu eliminated any serious challenge from the opposition, while disregarding the Palestinians’ vehemence against annexation, he put Israel on the path of perhaps unprecedented violent confrontation with the Palestinians. Indeed, once the annexation comes to pass, it will be impossible to reverse. Israel will build new and expand existing settlements, and it will inescapably violate the Palestinians’ property rights as it will engage in demolition of homes and expulsion while controlling natural resources in defiance of international law.

Under such gross human rights abuses, the Palestinians will have little left to lose. Indeed, regardless of Israel’s overwhelming military power, in a moment of complete desperation and hopelessness the Palestinians will rise and unite. They will be willing to die an honorable death rather than live in servitude and give up their cherished dream of statehood.

To me and to droves of former Israelis from the military and intelligence communities, the prospect of a Palestinian uprising is a given. If Netanyahu and Gantz ignore it, it will be at their peril as they are sowing the seeds of Palestinian revolt; the question will be only when.

Netanyahu, however, is counting on Trump to provide him with political backing and exert pressure on several key Arab states to persuade the Palestinians to go along with the plans. After all, Trump’s plan envisions the establishment of a Palestinian state within four years. However, a close look at Trump’s deal and the extent of the land annexation it involves clearly exposes that under such a plan, the prospect of creating a Palestinian state is nothing but a hoax.

Part of the agreement between Netanyahu and Gantz includes two articles that indicate clearly the intent of both to annex parts of the West Bank, in line with Trump’s Peace to Prosperity plan:

“28. The Prime Minister and the Vice Prime Minister will act together and in coordination in order to advance peace agreements with all our neighbors and to advance regional cooperation in a range of economic spheres….

“In everything related to the declaration made by President Trump, the Prime Minister and the Vice Prime Minister will act in full agreement with the United States, including the issue of the maps vis-à-vis the Americans and engaging in an international dialogue on the issue, while striving to preserve the security and strategic interests of the State of Israel, including the need to maintain regional stability, uphold the peace agreements and pursue future peace agreements.

“29. Despite what is written in…Article 28 above, and following discussion and consultation between the Prime Minister and the Vice Prime Minister on the principles outlined above, as of July 1, 2020 the Prime Minister will be able to bring the agreement reached with the United States regarding the extension of sovereignty for discussion by the cabinet and the government and for the approval of the government and/or the Knesset. [emphasis added]”

The problem is that neither Netanyahu nor Gantz understand Trump’s real agenda, or simply ignore it because it doesn’t really matter to them. Indeed, what matters is that Trump materializes Netanyahu’s life-long vision, which Gantz seems to share, which is the establishment of Israeli sovereignty and control over the Jews’ entire biblical land extending from the Mediterranean Sea to the Jordan River. They want to believe that Trump’s recognition of Jerusalem as Israel’s capital and relocation of the American embassy to the holy city only attests to his commitment to Israel’s national aspiration, and view his “peace plan” as reaffirmation of where he really stands.

In reality, Trump does not really give a hoot about Israel’s security and wellbeing—his sole interest is to secure the political support of the significant Evangelical constituency, for whom Israel is the conduit for the return of the Messiah. By the beginning of July, Netanyahu expects to receive the green light from Trump to move ahead with annexation plans, timed to give Trump the political boost he needs as the presidential election campaign goes into high gear. Moreover, given the deadly spread of the coronavirus and the mounting fatalities, coupled with the severe economic downturn and the loss of more than 30 million jobs, Trump needs the Evangelicals’ support more than ever before.

These developments provide the Palestinians, especially Hamas, the opportunity to preempt Netanyahu’s and Gantz’s scheme by declaring their readiness to enter unconditionally into good faith negotiations that would lead to peace and security based on a two state-solution, as outlined in a number of previous peace deals agreed to by both sides. The Palestinians cannot afford to miss this opportunity because once Trump’s plan is implemented, their prospect of establishing a Palestinian state will diminish if not die altogether, and violence will become the order of the day from which both sides will suffer greatly.

The impact on Israel will not be less dire should Netanyahu and Gantz proceed with these annexation plans. A number of developments are certain to take place: the violence between Israel and the Palestinians will only intensify; Jordan and Egypt may well sever their diplomatic relations, if not nullify their peace treaties with Israel; the Gulf states who have been tacitly cooperating with Israel on security and intelligence fronts will end their cooperation; the EU will condemn in the strongest terms Israel’s blind ambition; scores of countries will recognize the Palestinian state; the BDS movement would significantly intensify; antisemitism will reach new heights unseen before; Israel will become a pariah state; and peace will elude the Israelis for as far as the eye can see.

Anyone who cares about Israel’s democracy and its future national security and well-being should make their voice heard. Trump will sooner than later leave the political scene, and the wreckage he will leave in his wake, with the help of Netanyahu and Gantz, will be to Israel’s detriment. Israel will forfeit its founders’ vision of being a Jewish, democratic, and independent state, and tragically will lose its very reason for being.

  1. Let us take up the gloomy prophesies Prof. Ben-Meir threatens Israel with, once it realizes its sovereignty over Judea, Samaria and Jordan Valley, one by one.
    First and foremost let us tackle the name hurdle. Prof. Ben-Meir calls these integral regions of the west part of Eretz-Yissra’el – The Land of Israel, “west bank”, rather than their true, historical, Biblical and geographical name – Judea, Samaria and the Jordan Valley. This, in attempt to denigrate their heritage and deny their Jewish bond, as an essential prelude to “Palestinize” them, and create a false impression about their true ownership.
    Then comes up the dire predictions, that Prof. Ben-Meir term as “developments .. certain to take place”.
    (1) “the violence between Israel and the Palestinians will only intensify”.
    (a) The violence is wholly one-sided – from the Arab Islamists (“Palestinians”) side, and the two sides
    (b) Contrary to the false belief, Prof Ben-Meir tries to promote, that “Palestinian” violence bursts in response to acts that solidify Israel’s hold of its land, it is rooted in the hope to wipe Israel off. Thus, any delay in exercising sovereignty just pumps steam in the dire creed that Israel is just a fading episode, and stirs up more terror.
    (2) “Jordan and Egypt may well sever their diplomatic relations”
    More than 75% of the inhabitants of the Hashemite Kingdom of Jordan are “Palestinians”, and Israel is the main protector and provider of essential means of life (e.g. water) of the dubious regime. Not withstanding this, The King of Jordan severs diplomatic relations with Israel – every now and then, on a monthly basis, in order calm down anti-Israel hateful riots. So, what a big deal in this threat?
    Egypt follows suit in many respects, but elaboration cannot go further in this framework.
    (3) “the Gulf states .. will end their cooperation”
    The Gulf states, as well as Saudi Arabia, cooperate closely and increasingly with Israel because of the existential Iranian threat. Nothing to do with the “Palestinian” desire to annihilate Israel.
    (4) “the EU will condemn .. in the strongest terms Israel’s blind ambition”
    The EU is not a monolithic entity. There strong anti-Semitic forces therein, as well philo-Semite ones. No question, the anti-Semitic forces in it will try their utmost to afflict Israel by every possible means, as they currently strive to – 24X7X365. Regardless of anything that Israel does, but because of what Israel is. Israel, a bastion of justice, democracy, innovation, success, morality and a stronghold against sick anti-Semitism.
    At the same time, the pro-Israel forces in the EU, i.e. Austria, the Czech Republic, Hungary, Poland, Greece, and to large extent – Germany and Italy, would support sovereignty over Judea, Samaria and the Jordan Valley.
    (5) ” the BDS movement would significantly intensify”
    This is another variation of the above mentioned EU animosity, and has nothing to do with Israel’s insistence on its rights.
    (6) “antisemitism will reach new heights unseen before”
    Again, this is another rephrasing of the rampant anti-Semitism Israel stands up against, and has nothing to do with specific acts Israel does take to strengthen itself and the world-wide stance of the Jewish people. And this anti-Semitism is rather is intensified with any caving in that Israel displays, rather than brave actions that it takes.

  2. It would be difficult to find anything remotely accurate in this unintentionally-hilarious, Orwellian-rewriting of history masquerading as an anti-Israel editorial, but I will restrict myself to the following two points:

    1. The land in question belongs to Israel under international law. Specifically, Article 6 of the League of Nations Mandate for Palestine (preserved under Article 80 of the UN Charter) calls for “close Jewish settlement” on the land west of the Jordan river. Consequently, Israel does not need to “annex” it.

    2. The myth of Arab Muslim victimhood is cheap propaganda stemming from the failed Arab attempts to destroy Israel and throw its Jewish population “into the sea.”

    The anti-Israel left continues to pander to the irrational, bigoted demands of the Middle East’s Arab Muslim countries to suppress the region’s only non-Muslim country.

    That blatant disregard for the rights of anyone who is not an Arab Muslim is precisely the reason why the Jews of Israel had to fight for their national independence.

    The mere existence of Israel proclaims the national rights of the Jewish INDIGENOUS population of Israel; a country and a people that predate Arab colonialism and will outlive it as well.
