    As I understand the Vienna conventions on diplomats and representation in a country The host country has the final say where an embassy or consulate can be located. So Israel can say NO to Biden about a consulate for the Palestinians any where in Jerusalem or area controlled by Israel and Biden can’t do any thing about it.
