SAN DIEGO — This license plate is suggestive of the Hebrew name “Schmuel” — Samuel in English. Melanie Rubin spotted it. The driver obviously is well-traveled. “Tar heels” is the nickname for the teams of the University of North Carolina. The out-of-focus emblem on the left side of the plate indicates the driver is in the U.S. Navy. The plate itself was issued by the State of Nevada. It was spotted here in California.
