“WHEREAS we, as citizens of the United States, residents of the city of San Diego, California, and members of the Board of Directors of the United Jewish Fund of San Diego, are deeply concerned with the permanent establishment of peace in the Middle East; and

“WHEREAS the attainment of peace in the Middle East is imperative to promote the security of the free world, to preserve world peace, and to enable the peoples in that region to concentrate their energies on economic development and the raising of living standards; and

“WHEREAS, we welcome Secretary of State John Foster Dulles’s constructive proposals for security guarantees to both Israel and the Arab states as outlined in his address of August 26, 1955; and

“WHEREAS  there is great danger to Israel and the Middle East brought about by Egypt’s massive armament purchases; and

“THEREFORE we respectfully urge that our government should immediately enter into formal treaties with Israel and with such Arab states as will commit themselves to preserve the peace; such treaties would be in harmony with the treaty system which our government has established with 44 other nations.
